Possibly I'm misreading it, but as far as I can see the "limitations" which you are referring to are a separate measure to stop pushing. This shouldn't be an issue for players who are playing fairly.

A problem we have encountered in Beta is that some players have up to 500 Rune Shards of several types which they will never use, so there is a frenzy of donation of these KP to all the fellowship members, which helps everyone to upgrade their Wonders very quickly - making more powerful cities, and increasing fellowship and personal ranking points. I found out at the time that it is meant to represent an actual column of sorts which in the 8 th century AD stood in a town in North Rhine-Westphalia.

I am currently running this build. The idea I originally had, was to use Runic Bolt as my main attack, and build damage on it just by also having Arcanist (Iskandra)

But I feel like I'm missing 2 major things:
around 200 DA and quite a bit of damage. Is there something to be done about this?
since I cant invest into Runic Bolts, I cant boost my main damage and most damage amps are already at max.

I thought about switching to Censure, but I am not sure. I would stay above 3k OA, gain elemental RR and still would get the occassional Bard Buff :/

DA is fine, no idea why you feel you need more
what's horrible however is your flat dmg and especially your attack speed
on top of that you are "stacking" skills that not only doesn't benefit you but doesn't jell with an AA+wps approach
obviously you should be taking censure instead of conviction: you have no pierce conversion
Ditch ♥♥♥ ditch the runes, they don't do anything if you don't actually invest in them
get diff gloves, medal, rings, use forgefire augment on jewellery, malmouth soul on xbow, get attack speed on gloves rings/where ever you can push that in, get fabric of reality, and get some better conversion going if need be, like ugdenbog belt, either way the racial is nice
gist of it is: go runes or go runic bolts, either way you invest in 1 of the directions, 1pointing ♥♥♥/Rune line does nothing for you

With other aura his % physical res would be very low tho.
Missing Viper constellation for RR, can be taken without problems (1 point from Ghoul, 2 from Crossroads or Blind Sage),
Max Maiven's Sphere.

i know, but phys res you can get elsewhere, RR and the dmg increase from censure he can't
+censure gives him damage reduct which is also hard to "just" substitute, 15 phys res he can replace on 3 items or less if he adds in devos too

I slapped a luminari commendation on there, but dont know which rings I should look for.
I got a mythical combustion band, but it's a dps loss, at least on paper. I could try and craft a Mythical TImeflux band, but I dunno if that works either. atm I gain 120% Elemental Damage through the Invoker rings.

At peak I am currently at 94k DPS (on paper)

Also, just because I've been asking myself that for a long time, if I gain "-x% Elemental Resistance to Inquisitor Seal" does that mean that the damage from the Seal (Rebuke) reduces their resistance, or does it work like the Skill modifier, and just adds that resistance reduction to my attacks?

I also do not see the benefit of taking bursting round/chilling rounds/storm spread over 6/6/7. I feel like there is a lot of diminishing returns beyond these, yes you get a bit more damage but you can make that up by skilling up elsewhere.

But there is no diminishing returns in getting 6 more over max in Iskandra/censure/Seal/Renewal? There is literally only a limited amount of skills I can put points into.

Apart from this, playing around with calc, it seems the scaling up to max is about uniform
Bursting round: 3/4% Weapon Damage 6 Physical 8 Fire per level.

This is the more "updated" version. I still cant figure out which rings/gloves to use. It seems my only alternatives when it comes to hands would be Inscribed Bracers, with the problem being, that I wont gain AS from that, or Dawnshard Grips, with the problem being, that I dont get any value out of the Skills it buffs.
Apart from that, what else could even work? Cindertouch? Wyrmbone Gauntlets?

When it comes to rings, I could see whether I can acquire a well rolled Living Ring for the +3 to Iskandra. But apart from that? I have a mythical eternal band, but that is also a DPS loss (at least on paper) when exchanging for any of the invoker rings.

This limit is only a problem if one player gets KP bombed by a bunch of well-meaning people in the same day and they have not returned any KP yet. And all that happens is no one can give that player any more KP until they balance it out by giving back. If someone does receive too much in one day, players will see a message in-game that tells them that player cannot receive any more KP right now, so the designers are not keeping that part a secret, just the exact numbers.
This is not something new! - the limit has always been there to prevent players operating small Push Accounts from which they deluge their main city with thousands of Knowledge Points. That is not allowed - 'alt' cities are allowed, but they have to stand alone in their own right and must more-or-less receive as much as they are giving. The reason the limit is suddenly newsworthy is that when someone like myself has thousands of unwanted Rune Shards and starts giving them generously to friends, it is possible for those players to receive rather more KP in a day than they ever did before.
