Best example would be when building your second floor. Build a wall on top off the lower outer one. Then build floor out beyond the wall until it turns yellow, then back up 2 tiles. Build a wall up from there. This room now becomes elevated.
If you were to build a floor on top of that, the new floor wouldn’t be elevated because it has a room below it.

Getting elevated is fairly straightforward since you just need to build up from a foundation on either side and make a floor that goes further than your foundation.
As for isolation, create a normal room, place the researcher mage of your choice inside, and remove the door and all entrances completely. That mage has to stay locked in the room.
Ideally, I would recommend placing the ghost there since it doesn’t need to go out to sleep or eat. Alternatively, any mage can work there as long as you give them enough space to sleep and eat.
