Well, both Witch Hats are helmet skins and I imagine the Gem helm is as well, so no. If the gem helm is an attachment then they could both be on at the same time, but I don't think that is the case.

I have been waiting since August 1, 2012 (when I signed up) for these witch hats. Then I had to go through the painstaking process of finding other mtx's or skins that would work well with it. Here is what I came up with:

Hat - Webbed Witch Hat + Mark of the Phoenix mtx's
Body/Armour - Foxshade (unique skin) + Raven Wings mtx
Main Hand - Crypt Sword + Awakening Supporter Pack Weapon Effect + Extra Gore mtx's
Off Hand/Shield - Badge of Skulls mtx
Gloves - Infernal Gloves mtx
Rings - Lori's Lantern (unique skin/main) + Mokou's Embrace (unique skin/off hand)
Belt - Belt of the Deceiver (unique skin)
Boots - Kaom's Roots (unique skin) + Ebony Footprints mtx
Pet - Black Cat

I thought I'd share if anyone else was interested in creating a somewhat cohesive look to go with the Webbed Witch Hat. The unique's purchased for this look cost me approximately 20-30 chaos, some I had in my stash already.
