WASHINGTON — Republican presidential candidate Herman Cain on Monday said he was “falsely accused” of sexual harassment during the 1990s but adamantly denied any inappropriate behaviour.

Claiming he was the victim of a “witch hunt” aimed at derailing his campaign, Cain said the allegations against him were found to be “baseless” and claimed he was unaware of any cash payments made to two women who made the complaints.

“In all of my over 40 years of business experience, running businesses and corporations, I have never sexually harassed anyone,” Cain said during an appearance at the National Press Club in Washington.“I am unaware of any sort of settlement. I hope it wasn’t for much because I didn’t do anything. But the fact of the matter is, I am not aware of a settlement that came out of that accusation.”

Cain is facing the first serious crisis of his campaign following a report by Politico that two women received financial compensation after they complained of being subjected to sexually objectionable behaviour when the candidate was head of the National Restaurant Association.

“I was accused of sexual harassment, falsely accused I might add,” Cain said.

Cain, a former chief executive of the Godfather’s Pizza chain, said he was “delighted to clear the air” and plans to resume his campaign without any further elaboration on the accusations.

Cain became head of the National Restaurant Association in 1996.

According to the Politico report, two women employed at the association agreed to a deal that awarded them a cash settlement “in the five-figure range.”

The deal reportedly included language forbidding the women to discuss the reasons for the payout.

Cain’s behaviour allegedly included conversations “filled with innuendo or personal questions of a sexually suggestive nature” at hotels and industry conferences, Politico reported.

“There were also descriptions of physical gestures that were not overtly sexual but that made women who experienced or witnessed them uncomfortable, and that they regarded as improper in a professional relationship.”

Cain said he “recused” himself from discussions about the allegations and turned the matter over the association’s general counsel and human resources manager.

“We are not going to chase anonymous sources when there is no basis for the accusation,” Cain said when asked whether he would provide more information.

The 65-year-old businessman has become an unlikely front-runner for the Republican nomination amid strong backing from conservative Tea Party activists who have embraced his plain-spoken style and antigovernment rhetoric.

Two national polls last week showed Cain holding a narrow lead in the Republican race over former Massachusetts governor Mitt Romney.

“This bulls-eye on my back has gotten bigger. We have no idea the source of this witch hunt.”

Cain likes to call himself the “unconventional candidate.” On Monday, he proved it by accepting a request and a spiritual song to the sold-out audience at the National Press Club.

“Amazing Grace will always be my song of praise. For it was grace that brought me liberty,” Cain sang in a deep baritone. “I’ll never know why Jesus came to love me so, he looked beyond all my faults and saw my needs.”

Cain’s 9-9-9 economic plan has become a central focus of the Republican campaign. The proposal would replace the existing U.S. tax code with a nine per cent corporate, income and sales tax rate.

Economists have warned the plan is regressive taxation, easing the burden on wealthy Americans while forcing the middle class to pay more.

Cain, who has never held public office, dismissed concerns that he is too inexperienced to serve in the White House. He compared running the United States without prior political experience to taking over a troubled pizza franchise.

“I had never made a pizza, but I learned.”

Cain said his lack of experience in foreign policy is also not a factor.

“I don’t believe you need to have extensive foreign policy experience if you know how to make sure you are working on the right problems, establishing the right priorities, (and) surround yourself with the right people.”

Cain is the only African-American in the Republican field. Addressing the issue of race, he defended the Tea Party against accusations that the movement has grown in part because of racial intolerance towards Obama.

“I don’t think anyone being uncomfortable with this president has anything to do with race. It’s bad policies,” he said.

Cain cited his own popularity with the Tea Party as evidence the movement is colour blind.

“This many white people can’t pretend that they like me.”
