The destro staff should be bristles up, the resto staff is bristles down. This is the only acceptable configuration.

The original pay to loose weapon was an two handed weapon.

But I think an staff would be more fitting, both because of the witch connection and because the two handed has the excellent shovel from Cadwel's weapon pack. Cadwel's staff is not that cool I say.

You are thinking outside of Tamriel. Inside Tamriel an inferno broom makes perfect sense. Don't want your neighbors to know you are a powerful mage but want to be able to defend yourself. disguise your stave as a broom! We need a healing broom also.

I have seen some necromancers with a shovel. turns out it was a 2hander used to knock people out and collect more dead Bodies.

I believe sorcerers can hid magic while pretending to sweep

The fact that you can't use the broom as a staff is the most heartbreaking thing that has ever happened to me, personally, I legit am not kidding I am being personally attacked, in this game.

Shovels has been used as melee weapons quite a lot. Even in wars, not as good as swords but it you need an shovel anyway.
No issues with brooms for other staffs.
