honestly I don t like it at all, I veiwed the tattoo master as being an alchemical process, where you get and mix a bunch of magic ingridents that become a magic tattoo, but dosnt require any actual magic from the user to use, just secret knowlege of magic ingridents and how they mix togeather. As well as making it hard to up the power of NPCs, particularly Bosses, without using Enhancement Items that the players will harvest and become OP with once they beat the boss.

1: The Rifter 52 article is noncannon, so has no bearing on the inability of those receiving more than 6 tattoos to cast spells. If your GM does use it, then it represents the single exception that permits no other exception: the only magic you can use is the magic to give tattoo magic.

2: Chaing-Ku are an exception. they never lose the ability to cast spells no matter how many Tattoos they get. for example, Pharoah Rama-Set is a Tattoo Master with 21 tattoos, but is also a Necromancer with full ability to cast spells. There is no way for humans or elves or atlantians to do this however. Chiang-Ku invented tattoo magic for themselves and it dosn't interfear with their ability to use magic, just other races.

3: Invunerability is a must have. beyond that it really depends on what you are going for.
