Compared to the default wand, it has slightly higher attack, and its charge attack will send shots flying as it spins around compared to the aoe spin attack.
Otherwise, each swing while empowered has the exact same effect - throws three balls (or a larger cone for Sapphires) of the element of your choice. Ruby for fire, Sapphire for ice, Topaz for lightning, Opal for water, and Star Fragment for light. Can't get modifiers (Rock Octoroks will spit that **** right out) but oddly can be bought from Bargainer Statues in the Depths a-la Amiibo weapons. Pretty frequent chest item for Shrines, too.
