Not my thought. Combine with Icy Manipulator for the classic combo lockdown. It gives you control of the tempo, even if you cannot completely lock someone down.

Probably one of the best control cards ever made. Excelent if you like to play blue/white contol. Play it with Relic Barrier, The Tabernacle at Pendrell Vale, Icy Manipulator and Propaganda and guaranteed your oponant will start looking very pale.

play this in the right deck (green quick: Rogue elephant, harvest wurm, river boa, etc) and u can keep most decks under the thumb

green / blue deck, use elves and birds and artifacts for mana, blue to tap other permaments, and dont forget the card reset!!
you can add a fountain watch to the deck and put a diplomatic immunity on it, so the orb cant be touched except with global effects.
you can use mind games (with the buyback) to keep everything tapped as well, and dont forget meekstone too!!
those two cards work great together, especally in a mulit player game.
