I think if I was running I might go for letting players be heroic in their stats by giving them something like 18, 16, 15, 14, 13, 10.


That array is actually higher and more focused than PF2's stat selection rules will let you get.

EDIT: You do have to create an account on their website to buy pdfs, but you can access your list and download them whenever. Paizo.com uses a single account. You use the same account for the store, the forums, and (once you register) organized play.

Books for you:
None, if you are happy to use the SRD.
The Bestiary, if not.
Everything else is cool, and worth having for its neat content, but not in any way mandatory. I've been running a game for 60+ sessions with just the core and the bestiary

Books for Players:
Can just use the core book or the SRD, as they prefer.
Pathbuilder 2 is not a book but is probably the #1 other thing they should look at, for character management purposes.

The other books are roughly divided into rules/option books (which may have some lore or scenarios included), bestiaries, world books (with some character options), and adventures. The Advanced Player’s Guide (which has a bit of everything, with the main bits being 4 new classes and a bunch of Archetypes) and the Gamemaster Guide are probably good to have but not necessary. The other option books have two new classes each as their core, so their main appeal is if someone wants to play those classes (like Inventor and Gunslinger in Guns and Gears, or Summoner and Magus in Secrets of Magic). However, with almost everything in their online SRD, they aren’t necessary if you’re wanting to “kick the tires” on the game.

The Beginner Box seems to be highly rated, though, so you may want to consider it.

All the rules are freely available online at e.g. Archives of Nethys, so players don't need to buy anything.

The Beginner Box includes everything you need for a first game, and comes recommended.

It does have the downside of limited options (kind of intended, I think, for actual beginners but limiting before too long) and only going up to level 3, but it does include a surprisingly robust GMing section and bestiary that has a lot of things that aren't featured in the included adventure so you can build off of that for a while.

The CRB classes are on the whole a touch more newbie-friendly compared to some later ones that interact more with the action system. All player options are available on the Archives of Nethys.

I recommend CRB for new players and CRB + Bestiary 1 for new GMs, though in general I do recommend most of the books eventually. And it's all on the Archive, so those aren't strictly needed. Unlike the original 3e SRD, it does include all the sections to teach the rules.

PathBuilder is a third-party character- creation app. I don't recommend it as highly as others, but I'm the odd one out by a mile. I don't think it helps you understand character creation better than going through the steps yourself with the book. It does let me create and save character sheets on my phone though, which I admit is useful.
