The bolded part specifies that the targets have to be within range. The spell also has a specified range of long. The line about not needing a line of effect to the targets does not mention anything about range or other dimensions so those limits are still in effect. Normally when you cast a targeted spell you have to have line of effect, or the spell does not work. With this spell once you cast it that no longer applies.
