Two-fold question about "Magic-Pak" units.

The apartment complex I work at has one of these Magic-Pak central air systems in each apartment. I'm newly hired and have my EPA and some installation experience but there's a lot of basic stuff I don't know or not confident in. The other guys working there don't know much and the maintenance manager is learning, probably on the same knowlege level as me. We outsource all our repairs but are working on changing over to in-house to save money.

First question: The bottom "slide-out" has the entire AC system - evap, condenser, compressor, blower etc. Would that be called the "air handler"? Or something else? These guys just call it "the HVAC" ("We gotta take the HVAC out of apartment 10 because it doesn't work"). I'm trying to get them to start using proper terminology for communications' sake.

Second, if this device ices up (which they do a lot) - correct me if I'm wrong: the two primary reasons for it would be either a blockage of air flow or a lack of refrigerant (leak). Right now they just remove them and send them to a local repair shop for repair. I'm trying to tell them that the filter was probably wet blocking air flow causing it to ice up and you're wasting time and money sending it in. Let it thaw and dry out, change the filter and run it again. Don't just automatically send it in for repair.

For context, these units are installed on an external wall with a vent directly on the backside. Pollen and stuff gets in and clogs stuff, particularly the drip pan drain, which sits directly below the filter. In the three weeks I've worked for them so far I've changed dozens of filters, many of which were wet or clearly hadn't been changed in a while. There is no dehumidifier on the system.
