The Wicked Witch of the West doesn't kill Dorothy and her companions right away because she can't.
Theory: Glinda the Good Witch of the North cast a powerful enchantment over the entirety of Oz that rendered Murder in the first and second degree absolutely impossible.
- The Tin Woodsman (Nick Chopper) had his ax cursed by the Wicked Witch of the East to chop off his limbs whenever he attempted to use it. Rather than killing him off completely, this simply incapacitated him until he was able to trot (and in two awkward cases, hop) over to the Tinsmith to get his body parts replaced.
- Rather than fill the field leading towards Oz with poisonous and/or carnivorous plants, the WWotW fills them with a sleep-inducing field of poppies.
- Both the Scarecrow and the Tin Woodsman are gravely injured on the way to beat the WWotW, but they never actually pass on. (You could counter-argue that this is because they have lifeless, tireless bodies that could be easily repaired, but the Tin Woodsman is transformed by a petrification spell in "Return to Oz" that only affects living creatures.)
Question: Why was Dorothy able to murder both of the Wicked Witches?
- This is the one loophole in the entire enchantment; you cannot INTENTIONALLY kill another being. Dorothy's house was picked up by the tornado, but she didn't plan on it landing upon the WWotE. It just. happened. In the case of throwing water on the WWotW, she didn't plan on that either; she just wanted to put out the fire burning the scarecrow and the Witch was an unfortunate bystander to the splash.
- Witches in Oz rely on a lot of pompous showmanship to subvert the deliriously codependent Munchkins. This is how they can convince the whole lot of them that they have magnificent, malevolent power when they can do no more than mildly maim them.
- The WWotW uses this showmanship in front of Dorothy when she provides a "magical hourglass" that will "kill her" when it runs out of sand. This is bull; she thinks that Dorothy is the kind of idiot who would give in at the first sign her life is directly threatened. Just before she meets her untimely end, she throws in one last-ditch effort to convince her to give up the shoes by threatening her friends. If Dorothy isn't afraid of death, then maybe she'll do anything to keep her friends from dying.
- The Wicked Witch duo were fast closing into a way to break the enchantment. To do this, they required an artifact of unbelievable magical power: The Ruby Slippers. Ol' Eastie put them on, and I'd like to imagine that Ol' Westie found out the hard way that unless the wearer is willing to give them to you, the only other way to retrieve them is if they're dead.
- Glinda was in a hot spot at that point, because unless she found a way to get those slippers, all of her efforts to protect the people of Oz would come undone at the hands of those megalomaniacs.
- Enter Dorothy and her happy happenstance that her house happened to fall upon the WWotE. Glinda saw a golden opportunity and transplanted the shoes to Dorothy's feet. Dorothy was safe because of the enchantment, and as long as she wore those slippers, Oz was safe.
