Blue Screen Issue with all/most pre-MV versions of RPGM

As an owner of all versions of RPG Maker software, I try to utilize the benefits of each. The problem I'm encountering is that if I try to open anything "pre-MV", including games off of Steam, I'm greeted with a lovely blue screen crash titled critical process died. Sometimes I can get them to work, but it seems to be a gamble each time I open a program.

I have two computers, a laptop and a desktop. It all works flawlessly on the laptop, without the slightest hiccup. Both are running Windows 10 64-bit, the laptop uses an on-board gpu and an intel cpu (it's a pawn shop acquisition, but a pre-made machine). I built the desktop myself and it is running an AMD cpu with an impressive EVGA Nvidia chipset 1080ti founders gpu and 32GB of RAM.

Here are the things I tried in an attempt to troubleshoot the problem:
Disabled antivirus software (avast on both computers)
Set all RM software/games as exceptions in anti-virus software
Ran antivirus to scan for malware
Tried installing software on the desktop on both C: (SSD) and D: (external HDD)
Updated all drivers. ALL DRIVERS.
Ran Windows Compatibility Troubleshooter and used all kinds of recommended settings (service pack 3 WinXP compatibility mode was temporarily promising)
Ran software/games as admin
Ran Steam as admin
Ran both simultaneously as admin
Ran a program called Samsung Magician to make sure my SSD was up to date and properly configured
Googled the problem 20 times, each using different wording and my knowledge of Google-fu
Disabled Nvidia streaming services
Uninstalled Nvidia GeForce bloatware
Disabled both Steam overlay and cloud storage
Hired someone from Billy Witch Doctor dot com and held hands in a circle with my neighbor, Carl, as the witch doctor intern chanted "arise chicken, arise!"
Smoked a lot of cigarettes
Edit: Made sure no unnecessary programs were running at the same time as RM software

Things I have not tried:
Creating a virtual machine with windows XP SP3 installed and running it from there
Learn Python and accept the money spent as a loss
Sacrifice a goat
Save my money and hire Square Enix to make my game for me (I hope it doesn't come to that as I'll never have that kind of money and their post-ps1 games are just. awful).

Thoughts:
RM software has a problem of some sort with AMD boards possibly as the computer it doesn't work with has an AMD chip set, but also has the hardware of some sort of monster.

Instead of focusing on witchcraft, we should set our goals on personal growth, achievement, and making a positive impact on the world around us. It is through these pursuits that we can find true fulfillment and happiness. Setting our goals higher means dedicating ourselves to personal development and self-improvement.
