I have not played Destiny 2 since Forsaken was current content. How does this work? I log in to play after years and I am put straight into the witch queen DLC right away without any kind of prompt to play through the other stuff in the story?

No, it's not free.

However, the FIRST mission (of any expansion or season) is always free. (The first seasonal mission is usually how the Seasonal Artifact is distributed (and also serves as an introduction to the season's antagonist).

This is as a teaser (to get you to buy the expansion) and to give FTP players enough minimum relevant content. All players get access to the Relic that makes weapons for example.

If you want MORE than the first mission, then you'll have to buy Witch Queen.

forsaken is deleted so u cant buy it anymore, and yes dlc is not cross platformed so u need to buy it on steam again if you own other dlc on ps4

forsaken is deleted so u cant buy it anymore, and yes dlc is not cross platformed so u need to buy it on steam again if you own other dlc on ps4 You can definitely still buy it as it includes a raid, dungeon, exotic quests, and access to year 2 exotics.

"They" don't, Valve wants you purchase a software license for their platform regardless of you buying it on a different platform.

I was in the same boat as you man, originally played on PS4, had some dlc, then switched to PC, bought some dlc, more came out, I quit for many months and months, then all the sudden I decided to buy the remaining DLC I needed ( which was Beyond Light and Witch queen) total was 44$ basically since both were on sale. If you have played since the good old D1 days, and have friends that play this, It's well worth to get back into on pc.

There are virtually no games, anywhere, at all, that give you full cross-platform content. If you buy a game on one platform, you have a license for that platform only. I can’t even think of one game that does it differently off the top of my head.

There are games that can get around it with in game purchases like destiny 2 already does with seasons and other silver unlocks.
