I think that even if one wanted to present the Well of Udr as a genuine doorway to other viable realities, there's a plausible reluctance to enter it if one cannot be sure that the journey could be survived.

She is supposed to be one of the few Deathlords who is genuinely working towards the goal of annihilation. If she says “no, I’ll take my chances in the Well,” what is she afraid of?

As someone actually committed to Oblivion, she might well be afraid that abandoning Creation means that she has to actually survive forever. And for someone who is nihilistic enough to be committed to the destruction of all that is, figuring out what to do with eternity is far more terrifying.

Of course, it's actually more likely that the Well of Udr isn't a doorway to alternate viable realities. It's just a window into things that might have been or could be, which can occasionally disgorge a genuine miracle that is a retro-created piece of a nonexistent reality, but which is tainted by the perspective of the user. So the Dowager can only use it to bring forth awfulness because she's a servant of the worst awfulness.
