Don't get Talisman of resurgence via votepoints, it's an easily obtainable trinket in game (just farm rdf hc)
If you want to pend votepoints, get one of the others.
Between the two MC > Pandora
The uncontrollable nature of PP's proc make it not so interesting for healing overall, while MC will bring you a great on-use regen

As a general rule I would say MC > Talisman > PP

To not make a new thread, I would like to know which trinkets in order are best for HL focused Holy Paladin.
At the moment I'm using the last two. Also which librams are considered best too, I'm using the 245 Libram of Veracity,

In terms of regen: Meteorite > Solace. Rest are "garbage" in terms of regen.
In terms of throughput: GTS > Altor (but Altor is useless aside from VDW throughput)
General use: Depending on the fight and what you need, you'll pmuch always go for either Solace + GTS or MC + GTS. VDW would be GTS + Altor for rather obvious reasons.
The other trinkets aren't /bad/ per say, but they're inferior in practical use compared to GTS, Solace and MC.
Edit: Didn't see the libram question, but definitely what jendah said below. The +234 (iirc) sp libram is for vdw or some really short fights where the mana conservation of the reduced HL cast one isn't needed.
