NEW YORK (MarketWatch) -- Macy's Inc. surprised investors by turning in better-than-expected quarterly results on Wednesday, but its work is far from over.

Aside from the usual problems facing retailers -- higher costs, soaring gas prices, skittish consumers and a housing crisis -- Macy's is also trying to win back the shoppers it's alienated over the past few years.

The department-store operator has been struggling to regain its footing in the wake of its 2005 acquisition of May Department Stores. One of its largest initiatives has been nationalizing the chain, which involved changing many of its regional department stores, as well as acquired stores, over to the Macy's name. This caused outrage and protests in some areas, like Chicago, where residents felt a deep attachment to their iconic, century-old Marshall Field's.

Macy's M, +5.68% marched on, launching a star-studded advertising campaign, featuring celebrities such as Martha Stewart, Jessica Simpson, Usher and Donald Trump. The move was in part to underscore the chain's national name, but also give it a more upscale image and move the company away from constant couponing and sweeping discounts, which erode both brand equity and profit margins. Meanwhile the company continues to utilize sale and discount inserts.

Earlier this year it announced a sweeping restructuring, cutting more than 2,500 jobs, closing some stores and revamping the structure of the company, consolidating it into several divisions.

Since the idea of a homogeneous Macy's brand fell flat, it's now in the process of trying to localize the stores, giving them more regional flavor, helping to stock stores with assortments more appropriate to the area, which it hopes will make people loyal to their particular Macy's instead of seeing it as a massive, faceless chain. Maybe this will be the ticket. It's a strategy tried by other retailers with mixed results.

As the company faces what Chief Financial Officer Karen Hoguet expects will be a challenging economic environment at least through the third quarter, Macy's needs to make sure it has its business in order, or quarters like this will continue to be the surprising exception rather than the rule.
