Interaction Question: Vortex + Elemental Focus + Pandemonius?

When casting Vortex the normal interaction would be it hits ones and then the enemy can get chilled + freezed. After the hit the vortex keep rotating on the ground and chilling the enemys periodically. (correct?)


Now in combination with Elemental Focus: Vortex doesnt freeze + chill the enemy at the first Hit anymore (correct?) but the rotating vortex still chilling the enemys walking (ground chill effect)


When i now use the Pandemonius, does the first "hit" of vortex again chills the enemys and blinding them too? Or does the first hit still cannot chill but the ground vortex effect will chill, blind and penetrate 20% cold resistance?

Does the unique abillity from Pandemonius bypass the Elemental Focus effect? So it still chills or not? How it works exactly? And does the Chill effect from Pandemonius will fckup my Elemental Equilibrium or not? (my poe profile is public so u can pob me if u want to have more information on my "idea")

I think if you're hitting with Vortex alone, it might ignore Pandemonius ("can't" overrides all else rule). But if you hit with say, OoS or Storm Brand to proc EE first, then vortex, the OoS or brand is hitting enemies in range cyclically and procs the Pandemonius which chills & gives them -20 ice res when you apply vortex.

It might work fine though, I would go to PoB and see what happens when you tick the box "Enemies are chilled" to see what happens, then check in say harbour bridge to see if enemies turn silvery without any OoS or brands active.

FWIW I do see enemies freeze/shatter using my current setup (look at my character HerpeticaBold) and I do not have anything equipped which says any of my hits chill anyone. It's not 100% shatterclear but there's enough of it that along with coldsnap it reliably permafreezes and glitches malachai phases in Prim Pool/Carcass. I also use ele focus.
