The massive ripple in the plan was when Joker later betrays Black Mask by kidnapping him and some of his henchmen before loading them into the massive truck he had supplied the Joker on a bridge. Just as the Joker was about to light them on fire, Black Mask and his gang were saved by Batman and arrested by the police. In the epilogue, Black Mask was awaiting trial.
