BRUSSELS, Feb 25 (Reuters) - The European Union should complete an investigation into a suspected wax cartel rather than hit imports of Chinese candles with anti-dumping duties, European retailers said on Monday.

Paving the way for a new row within the EU between producers and importers of cheap Asian goods, retailers, such as Sweden’s home-furnishings distributor Ikea, have expressed alarm at the prospect of higher prices for Chinese candles.

High raw material costs in the EU are the real cause of damage to the European candle industry, not China, two retailers groups said in letters sent on Monday to the EU’s trade and competition commissioners, Peter Mandelson and Neelie Kroes.

EU trade officials this month began investigating whether Chinese candles were being sold below cost in the 27-nation bloc, as alleged by candle producers in the Netherlands, Germany and other EU countries.

The Foreign Trade Association and the British Retail Consortium said in their letters that the Commission should not have launched the dumping case until it had the results of an antitrust probe, launched last year, into an alleged cartel of producers of paraffin wax, the main raw material for candles.

“It is difficult to understand how the Commission justifies opening an antidumping investigation while still awaiting the final conclusions of a well-advanced antitrust procedure with such a clear impact on the matter,” the retailers said.

They also raised concerns about procedural aspects of the investigation which they said could make it easier to justify the application of duties on Chinese candles.

Business and governments within the EU have split repeatedly in recent years over whether to erect barriers to imports of shoes, energy-saving lightbulbs, plastic bags and other goods from low-cost Asian exporters, China chief among them.
