This is used to aggrivate people and piss them off for the fun of it or just to simply create laughs. Another variation of this meme would be saying someone pulled a "Kita." Since the conversation was spread to others, people have been saying to their friends that they pulled a "Kita" whenever they ask extremely dumb questions that they really don't know the answer to.
