DLC is licensed by the platform, not by Bungie. When you purchase a DLC, you are purchasing the license to use that DLC on that platform. This is how DLC has worked for years.

Cross Save does not grant entitlements to DLC or transfer licenses for DLC to other platforms. If you wish to access the DLC on other platforms, you will need to purchase it on that platform.

Do my previous game purchases transfer across platforms?
Destiny 2 expansions (ex: Forsaken, Shadowkeep) do not transfer between platforms with Cross Save. Destiny 2 Season Passes!
(ex: Season of the Undying) do move between platforms on the characters they were redeemed on

The Curse of Osiris and Warmind DLC were vaulted and are no longer available. They are not available in any DLC package.

The expansions you need are Beyond light and Witch queen. (Someone else correct me if im wrong) As of around season 9 or 10 they introduced season story arcs which finish respectively before the next season starts. So you won't be able to do any of the previous season story arcs in season 16. Now you have to get Beyond light and Witch queen.

Foresaken was sunset just recently. The two expansions you have to get (sadly) Beyond light just the normal one and witch queen (standard or deluxe). Witch queen you will have access to the new campaign (which is really good one of their best in both destiny 1 and 2) and some new activities, crafting system and new weapons/exotics. Now you still need to get the battle pass to do the "Seasonal story" which is $10. The striga SMG you can ONLY get with buying the deluxe edition of witchqueen (you get that smg after completing the campaign and 4 battle pass seasons). You could get standard and just wait until season 17 to get striga.

Oh almost forgot theres also the anniversary pack which you don't "need" to get but it's extremely helpful since some of the best weapons you can get with that dungeon that the anni pack comes with. (broken rocket launcher and one of the best hand cannons and a solid sniper and cosmetics). To be fair you can get by with some of the base game exotics. All previous exotics from previous expansions and what not are still in the game but you can get some through Xur and others through the monument thats on the tower by the vault. You need to have Beyond light for beyond light exotics. (I'm unsure which one exotics are for free to play someone else can jump in on that).

I'd highly recomend at least getting beyond light (you can even find it cheap off other sites and even witch queen). Beyond light gives you stasis subclass and some really good exotics like Dead man tale and hawkmoon.
